As an individual, you may be seeking help with your taxes. Whether you need this year's
taxes filed, or you have several years of unfiled returns, we can help. If you have an
unusual situation that you're not sure how to handle, or you have been contacted by the
IRS about past issues, we can help. Russell is "enrolled to practice before the IRS," which
means that he can actually represent you at an IRS audit or hearing. You can be present if
you wish, but you won't be required to talk to the IRS if you don't want to. If you have any

You are more than welcome to come to our office during regular business hours, but we are
also willing to meet with you in the evenings or over the weekends! For our business
clients, we come to our client's location! Our flexible business hours generally run from 9:
00 AM to 8:00 PM. But we can meet with you any time that is convenient for you!

What is the difference between a CPA and a CMA?
Russell Tuncap, who's office is at 2611 FM 1960 West, Suite F-222, Houston 77068, is often asked about the
difference between a CPA and CMA. There are several differences Russell can point out. The Certified Public
Accountant, or CPA, is a license to practice public accounting, or "holding ones self out to the public" as a CPA.
The CPA license is issued by each state's governing body. In Texas, where Russell is licensed as a CPA, the
governing agency is the Texas State Board of Public Accountancy. Although there are reciprocity rules between
all of the US states, the rules are slightly different for, and created by, each state. The requirements to hold a
license as a CPA has changed over the years, increasingly demanding more knowledge in areas of accounting,
tax, both state tax and federal tax, business management, auditing, and often acting as a consultant to small
business owners. Many CPA's offer services to the public such as QuickBooks implementation, tax preparation,
e-filing tax returns, IRS representation, payroll services.
On the other hand, Russell states that the Certified Management Accountant, or CMA, is not a license. The CMA
is a certification that is issued by the Institute of Management Accountants. The CMA is recognized by business
entities world-wide. The requirements of a CMA in Texas are the same as a CMA in any other part of the world. To
hold the CMA designation, the accountant is also required to have training and knowledge in accounting, tax
implications, financial and managerial reporting, cost accounting, business consulting, organizational (human
resources) behavior and cost behavior. The CMA is typically the accountant inside the business.
The comparison between the two certifications can be viewed as that the CPA will be the consultant who
recommends the changes in a business and it will be the CMA who actually implements the changes. Since
Russell is both a CPA (Texas) and a CMA, not only will he know the theory and desired results of the
recommended changes, but he will also know how to implement and track the changes within the business. In
other words, Russell is not just a consultant... he is a "worker bee" too.
